What is a Study Section? What Does it Do?

A study section is a group of scholars, leaders and experts who come together to address a specific type of problem related to optimizing medication and/or vaccine use. Once formed, each study section is given the following charge:

STUDY SECTION CHARGE

Planning Phase, October, 2021 - May, 2022

Break into small groups (boats) of 7-15 people with a balance of stakeholders ( including pharmacists, physicians, patient-advocates, plan leaders, and others.)

Use Nominal Group Technique to Co-Create Top 10 Ranked Lists of Patient Needs, Barriers to Meeting those Needs, Change Drivers, Priority Strategies, and Research Priorities

Co-Create a RAPID Funding Opportunities Portfolio with 10+ ranked funded research and action opportunities that can quickly make a difference

UNDER DISCUSSION means that discussions are underway with a university team about co-leading this study section.

SEEKING RESEARCH TEAM LEADERSHIP means the study section is open for research co-leaders to join. University based research teams can offer to co-lead a study section by signing up as a University Research Partner and expressing interest in co-leading that study section. PIs will be matched to study sections (and related funding opportunities) wherever possible.

RASS-017. Transformational Study Opportunities Study Section ACTIVE (open)

This study section will focus on identifying transformational study opportunities that can provide compelling value to society relatively quickly, while engaging the network of universities involved in this project. This study section begin by crafting a series of RAPID Alliance Invitation to Co-Create Solutions to Hard Challenges letters to key public and private sector leaders and foundations. Letter # 1. will be to the White House, cc: HHS, CMS, CMMI, NIH, CDC, HRSA, AHRQ, PCORI, requesting participation and support for the planning process.
    • Goal: letter signed by 50+ universities, leading national associations and strategic action partners; sent by October 30?
    • Recommendations for support for research and action that engage the five priority areas:
      • Payment / Practice Model Transformation (e.g. large scale randomized clinical trials of next generation MTM based on successes in the CMMI Enhanced MTM programs)
      • Unifying Measures Research
      • Digital Health and Person-Centered Data Sharing Research

State/District/Territory Study Sections

How It Works for States

(Read This First)

Overview

Leading universities from each state, district and territory are being invited to appoint PIs and research teams (including graduate students) to co-lead research to develop state-level strategies and research priorities for optimizing medications. These will then roll-up into the national framework. As a rule of thumb, each state study section should include a balanced selection of patient advocates, physicians, nurses and other clinicians, pharmacists, health system leaders, and health plans.

Targeted Enrollments and Budgets Per State

Key research universities, schools of pharmacy and related schools in each state are sought to provide statewide and (for larger states) regional / urban perspectives. For each state, University Research Partners and PIs are encouraged to help invite 40 - 200 Strategic Action Partners from the following sectors: patient advocates; physicians/primary care; large pharmacist/pharmacy groups; state-level health plans (Medicaid, Medicare and Commercial); health systems, aging care, FQHCs; Pharma, and others. Each Strategic Action Partner will provide 1-3 people to participate in the "boats" to brainstorm strategies and research priorities. In addition, Funding Partners are asked to support the planning for each state if possible. Budget targets for 2021/2022 could look something like the following for a moderately sized state.
